UWITONZE Fils

UWITONZE Fils is a Monitoring, Evaluation Researcher and Learning Specialist at Rwanda Resilience and Grounding organization (RRGO). He supports clients to quickly identify and mitigate the key stressors that undermine individual, household and community health, resiliency, and wellbeing. He is a professional and passionate Biostatistician and Epidemiologist with 9 years working on Monitoring and Evaluation Positions. His areas of expertise include designing results frameworks, experience in developing theory of change, setting indicators and targets for programs financed by USAID and private sector donors in Rwanda and Malawi. Fils uses systematic research and analysis skills to identify opportunities and lessons learned and design approaches that increase organizational and programmatic effectiveness and efficiency. He has designed and implemented rigorous monitoring and evaluation strategies; vast experience in designing and implementing baseline assessments and impact evaluations, led state-of-the-art experimental, quasi-experimental and qualitative research projects; overseen large-scale program evaluations and field assessments; and developed evidence-based scalable strategies and interventions. He is adept at budget preparation and budget monitoring skills that many other programmatic-minded individuals find challenging. In addition, Fils has strong background in strategic planning, conducting evaluations and/or surveys required to assess program performance, vast experience in proposal development as well as reporting skills (see table below). A practical program, evaluation, and research leader, he has both led and provided technical assistance for complex donor-funded programs and large multidisciplinary teams in Rwanda in short-term and long-term capacities. Fils has tested expertise in qualitative and quantitative approaches, training, capacity building and group facilitation. Fils is fluent in English and High professional in French.
